Google disclosed on Wednesday that it will invest at least €13 billion (about $15.1 billion) in AI infrastructure across Finland over the next two years. The commitment is the tech giant's largest single investment in Europe and follows similar moves by Microsoft and TikTok in the country.
Scale of the investment
The funds will be directed to four data-centre sites and to upgrades of Finland's electricity grid, renewable-energy projects and other infrastructure needed to meet the power demands of advanced AI workloads.
"This is Google's largest single investment in Europe and a testament to Finland's leadership in responsibly building AI infrastructure," the company said in a statement.
Why Finland attracts tech giants
Finland has emerged as a magnet for data-centre developers thanks to its cool climate, abundant renewable energy and a policy environment that encourages low-carbon operations. The country also benefits from a skilled workforce and a strong focus on AI research, making it one of Europe's fastest-growing AI markets.
Petteri Orpo, the Finnish prime minister, welcomed the announcement, saying that Google's decision highlights the nation's strengths and will spur further innovation, research and development.
Other major projects
Earlier this year, TikTok announced a €1 billion investment for a second facility in Kouvola, part of its broader European data-sovereignty programme. Microsoft has secured roughly 190 hectares of land on the western coast for a future data centre and is already operating an Azure region in southern Finland that recycles waste heat for district heating.
Energy and sustainability commitments
Google's plan includes a 22-year power-purchase agreement with Finnish utility Fortum for up to half of the output from the Loviisa nuclear plant, helping to keep the plant operational beyond 2030. The company also runs a major data centre in Hamina, where seawater from the Gulf of Finland is used for cooling, and announced a €1 billion expansion of that campus in 2024.
By coupling large-scale AI infrastructure with renewable and nuclear power sources, Google aims to deliver high-performance computing while limiting environmental impact, a model that other operators are watching closely.
With these investments, Finland is poised to become a central hub for Europe's data economy, offering a template for sustainable, high-capacity computing that could influence policy and industry decisions across the continent.
